Hey, the reason your clear is peeling is because you have no mechanical adhesion. By letting the paint dry you are doing the right thing as you need to let the solvents evaporate. If the color you are spraying has no mettalic or pearl in it then you should wait until the green dries and then give it a light scuff with 800 to a 1000 git and then clear.Try not to burn through any edges or you will be redoing the color.

PS mechanical adhesion is sand scratches meaning it has to be sanded. Goodluck
