Are the maple necks on the Blacktop Strats 1 piece or is a maple fretboard glued on top of the maple neck?

1 piece. I think the only place you can get a Fender with a maple capped neck these days is to order it from the Custom Shop as 1 piece is Fender's standard for maple fretboard necks.

I know it's not current production, or Fender branded instrument, but my Squier '51 has a maple capped neck. That surprised me when I got it a few years back.

I've yet to see a Blacktop with the maple neck in the store, but I played one with RW board at Guitar Center and it's a very nice guitar. The black and maple is my favorite looks-wise, though.

Good catch! And wasn't the MIK Lite Ash Strat and Tele a maple cap also? Maybe there are some MIJ also? Even so, MIM and MIA Fenders seem to stick with the 1 piece maple neck.

¿Is better the capped than a 1 piece maple neck?

I don't think that maple caps are any better per se. They just have a mystique about them that I think is attributable mainly to two words - Jimi Hendrix - these were the maple board Strats Jimi played. They are also relatively rare.

At the time Fender introduced the maple cap necks rosewood had been the only standard fingerboard option for some 10 years. I'd guess that the main reason behind the maple cap necks is they could be made using the same construction techniques they were already using for rosewood.

It wasn't long before they switched back to the old one-piece maple necks.
