Maybe, maybe not. Every piece of wood is different. I once had a MIM Std Strat that absolutely sang when the bridge was floating and sounded dead when decked. :?

In most cases yes decking the bridge will transfer more string energy to the body of the guitar, but any additional sustain (if any) is going to be subtle. The great thing about Strats is you can try it both ways quickly and easily since the only tool you really need is a screwdriver. See what you like best.

And there is no harm decking the bridge as long as you just let the bridge rest firmly on the body of the guitar and not clamp it down with the same force as vice grips.

Hi There.

It will not cause and issue to reset your tremolo to be flat against the body, but you may need to reset in the intonation .

As to sustain, well it depends. Some models came with a steel string block, others came with a pot metal one.
Use a magnet to test the block, if it sticks, you have a steel block, if not, well then you will want to replace it.
I am using a brass block unit, it replaced the stock pot metal one. the brass one gives good sustain, but is a bit darker in tone. the steel unit gives good sustain as well, but it is a bit brighter.
So steel or brass it comes down to the tone you are looking for.

A good place to get a tremolo or block from at a fair price is Guitar fetish.
