Are the same components used in American made Strats the same that are used in the Mexican made Strats?

For the most part , NO.

However there are some models like the MIM Jimmie Vaughan that have some US components

And they don't sound quite as good. They're the Fenders for the folks that don't feel like paying for USA made but still want their guitar to say Fender on the headstock. If you don't care about that, the top of the line Squiers are a really excellent value for the price and cost less than the MIM's.

Yes and no. The American Specials and Highway 1's have a few parts they use on the MIM Strats, mainly the Tremolo system. The American Standards and American Deluxes are (at last time I read) all American Made.

However, it has been my experience that country of origin is not a factor these days, just how well it was made. I have played some awesome MIM Strats and some crappy American made Strats. I own an AWESOME Chinese made Squier CV 60. Always let your hands and ears be your guide.

Thats not true at all. I own American Strats ,CS and regular production, but I'd also consider an MIM if it called to me. They can be really nice guitars if you find the right one. I am fortunate to be able to afford to buy MIA everytime I purchase a guitar but it doesn't always happen that way. Lately I have been eying a JV and CP60s. The upper Level MIMs are sweet guitars and I actually prefer them to the American standards.

The 2010 FSR "sparkle finish" strat I just took apart to rewire had a US made DH-1 Humbucker & CTS pots. The 5-way also looks like the same one being used in the American Standard. So... it's possible there is a little parts swapping going on between here and the Mexican facility.
