I have seen a number of loaded strat pickguards in a number of different configuration for sale recently. I have not seen a VG Strat for sale at a decent price recently (second-hand or NOS) anywhere and so wonder if anyone has seen a VG loaded scratchplate for sale? I think Fender would make more money selling the loaded scratchplate as an after-market product than they ever did selling it in a guitar.

Anyone heard of a new version of this technology on the jungle drums?

You probably won't because they seem to have more than their fair share of electronic malfunctions and presumably, why that model Strat was discontinued.
