The larger the numeric value, the flatter the fretboard.

'Neck radius' refers to a section of the circumference of a circle whose radius is that length. The greater the radius, the greater the diameter. Hence, the larger the circle and the flatter the section across the fret board. If you get really technical, the width of the fretboard at any point would be expressed in degrees of arc, but that's really pushing it for your purposes at this time. 8)

It really has nothing to do with the size of the neck. It's a measure of the amount of curvature in the fretboard, as the other posters above explained.

A flatter radius neck is bit easier to play. Everyone has their faverate.

I like Warmoth guitar's compound radius: 10" to 16"
