I have an American made (relic) Fat Strat, serial number L032919.
Based on my limited research it appears to be some sort of 1963
re-issue.

I'm also thinking it may be one of the "Highway One" models and not
an "American Standard" model.

Can anyone shed some light on this?

According to the serial number:

Your guitar was made at the
Fuji-gen Plant (for Fender Japan), Japan
in the Year(s): 1991 - 1992

Some one replaced the original.

Does the neck (front of headstock, back of headstock, back of neck by neck pocket) say "Made In Japan" anywhere on it?

What do you mean by neck pocket?

"Made in Japan" is not visible anywhere on the guitar.

Neck pocket is where the neck fits into the body of the guitar.
