Is that a new guitar? Satin or glossy finish on the back of the neck?

Funny, most say satin is faster and glossy is slow. Personally, I've never liked any satin neck I played and I dont think gloss slows me down. You can always run some fine grit steel wool on yours to smooth it out.

I've got the same neck and while I initially had no problems with mine it developed a tacky patch on the back of the neck from the stand it was in.

I spoke to the guys at the local shop who explained that nitro finished necks are more delicate to conditions and that certain products, ie. The $@!&#* guitar stand I had, will get into the nitro finish and soften it up, discolor it or cause it to swell etc.

I left mine for a couple of years, didn't notice it that much so wasn't too bothered by it, and gave it a sanding back (very gently) and buffed it up recently. You wouldn't even notice there was a problem.

Your case could be different, it could have been a badly mixed batch of nitro, is it humid where you are? There are products designed to cure improperly mixed nitro or to remove hazing etc. Otherwise just wait it out!

Sounds like a little extra finish on that part. Try using fine grit sandpaper or steel wool.

If you want to preserve the poly finish on the back of the neck, then some 0000 steel wool will knock the gloss and hence the sticky spots off the finish. My personal favorite is to remove the poly altogether with #240 grit sandpaper then sand it smooth with some 320 grit. Next, run in some low gloss boiled linseed oil (others like woodwind bore oil, or Birchwood Casey gunstock oil), and polish it with more 0000 steel wool. Repeat this process 5 times to get a smooth, matte finish that won't get dirty and will offer about the same moisture protection as nitro.

A word of caution: Doing this will void your warranty, but as long as you have no neck issues and are comfortable with minor wood finishing work, you will be amazed at the feel and happy with the overall results.
