Who said "there is no money past the 3rd fret"?

I Googled this and found the quote mentioned in another forum. Some believed that they were mixing up this quote:

"There’s no money above the fifth fret." - Tommy Tedesco

I've got 22 frets. I play the 22d fret for kicks. Blues in "a," the scale is 17-20, 17-20, 17-19-20, 17-19,17-19, 17-20. So, 22's fine, right? But 17-19-20 goes to 21, and then opens up 22, 22, 21, 22, 22. Anyway, like that guy I know said, the Vai has 24 so it's better even though it's an Ibanez?

21 frets, all the way. 22 frets take away from the top of the fingerboard. The top meaning the last few frets.
