My American Standard Strat seems to have had the neck finished after it was fretted, so when I first got it, the clearcoat was flaking off of the frets. As it was receding down the frets, it seems to have loosened up close to the frets, but actually on the board. Is this normal? Its not actually flaking off the board, just looks kinda like it could eventually...

I actually know some people that take their thumbnail and scrape the clearcoat off the frets before playing new guitars.

Finishing the neck after the frets are installed is a common practice. Warmoth even does this on their replacement necks.
