Are the pups found in a 82' strat the same used for other models, specifically an 82' Fender Bullet, with different covers?

No. The Bullet pickups had less windings which rendered them weaker than the Strat pickups.

Honestly they sound great... I'd read some feedback on these and some people were compalining about how noisy they (Fender Bullet Pup) are but these seem exceptionally quiet. Which is amazing given the total absence of any shielding on the guard or inside the body cavity.

I was just curious as I've heard rumors that the old Fender Lap Steels, Mustangs and Duosonics were Strat pickups with the Lace Sensor style covers which hide the poles.

They probably said they were noisy because they was trying anything and everything to crank them up in an attempt to achieve something the pickup simply cannot give.

As a single coil, of course they will be subject to the 60 cycle hum but as a weaker pickup, the hum would be less than say, a regular Strat pickup due to the less windings.

Don't kid yourself about shielding though. The majority of noise that is picked up in a guitar's circuit enters through the pickup(s). As no pickup like this gets shielded at all, unless it is well submerged in the pickguard, the shielding of the pickguard and the body cavity have marginal if any, noise suppressing affect on it at all, believe it or not.

Mustangs and Duo Sonics are essentially the same pickup with your's being what they morphed into over the years. With the old lap steels on the other hand, I've seen many of those pickups being MORE powerful than the standard Tele pickups of the time.
