I know not that many were done in that color but it is not a custom order. Xhefri could tell you the exact details.

It's true that it's not seen all that frequently... someone on the forum has a firestorm blue ultra; it's probably in one of the old "Plus, Deluxe and Ultra" threads somewhere. The finish is achieved by using aluminium foil in some fashion... one of those love/hate things.

I can vouch for the seller. I have purchased numerous guitars at The Music Gallery and they are a Master Fender Dealer. Very reputable and really focuses on Custom Shop and Master Built Strats.

I thought that there was a blue one around... the first picture that I could find was from forum member qblue in this thread, but it's the same finish as the deluxe you posted. I'm sure any firestorm owners will chime in!

The Deluxe Strat Plus was made from 87-98 the earlier versions had a poplar body with ash veneer front and back ,later had alder.They are listed as having a Floyd Rose so the one pictured must be an anomaly.The value is listed as $950-1050.It is also listed as having various colours and no other info.

The 1990 8 page US Guitars and Basses"catalog" gives these colors for the Strat Plus:

06 Black
32 Brown Sunburst
43 Pewter
68 Gun Metal Blue
73 Midnight Blue
75 Midnight Wine
77 Frost Red
80 Arctic White
88 Root Beer Metallic
90 Blue Pearl Burst
91 Black Pearl Burst

Forum member Xheri is the expert on the Strat Plus models.
I believe his website mentions the Firestorm Red color ...
