I believe the dot markers moved away from each other in 53 then got back together in 63. I may be wrong on this but then still such a neck would have 21 frets. That was the first thing to strike me as an oddity. But I'm no expert either.

Barely a slightly different angle. Looks like the seller is really trying to deliberately hide the back and headstock.

The seller is our government. On this site they sell stuff that's confiscated by the government.

So I don't think it's done on purpose, but that doesn't mean it can't be a copy.

look under the head stock tag (not under , i mean just below). is that the letter "c" as in, really big c and h, and arvel in smaller letters? they made a strat clone.

you have to let us know. can you ask the seller a question? or, since it's the government, do they say that's a no-no?

I just want to confirm that it really is an American Standard not the Special.

Yep, its a Standard. 2006 model year.
