Tube watts are "worth" a lot more than solid state amps; I have a 60W Tube amp that smokes my old 130W SS amp. Maintenance isn't tough, just turn on the power, leave standby off, wait at least 30 sec for the tubes to warm, and you're ready to play! If you decide to change the tubes, or if after a long time they're starting to sound dead, take it to a repair shop to have them changed and the amp rebiased. Don't throw it around like a $30 practice amp, and don't touch the tubes when they're glowing... it hurts. A 15 watt ss amp is nothing, a 15 W tube amp allows you to crank the amp, which saturates the tubes and starts to clip the signal, leading to harmonious overdrive. With something small like a 15W tuber, your neighbors (probably) won't call the cops, and hopefully you won't get evicted.

Tube amps are not as complicated as they may seem. As far as wattage goes a 15 watt tube amp is good for practice and studio use. If you push a small 15 watt tube amp it can sound great in studio. If you want some bigger and louder try looking to abott 40 watt tube amp. If you are really looking to blow the doors off something and blow a hole in your wallet try looking into the fender vibro king or a marshall JCM 800. If i were to give any recommendations the Fender Hot Rod series amps are good, not as expensive as others and you can still get that tube sound you're looking for. They come in different wattages and specs also.

As far as upkeep, tubes for regular hobbyist or occasional gigger will last about 10 - 14 months. You'll hear when they need replacing, the amp usually sounds flat, with no sustain or bite. When looking for replacments, the specs are found in the manual and the tubes are labeled with a color coding system so all you need to do is match them up.

Outside of that there really isn't much. Just keep in mind that tube amps aren't as "tough" in that like some solidstates where you can push them down a flight of stairs and they'll still work, you can't quite do that with a tube amp.

For a bar and relatively small space a 40 watt should be plenty. Fender also a more specialized model (the '65 Deluxe Reberb) which is 22 watts. Sort of inbetween a 15 watt and 40 watt. The '65 DR is more expensive but I own one and personally I recommend it. I also own a 40 watt Hot Rod Deluxe and that one is great too. So if I were to give a general tip for what you are looking for try shooting somewhere in the neighborhood of 20 - 60 watts. There are also more boutique brands of amplifiers, one I would recommend would be the "Dr. Z" amps. They come in a wider variety of wattages and configurations. More expensive but if you're looking for something really speciifc give them a try.
