A very important part of setting string height is to set the radius of the bridge saddles to match the radius of the neck. I am assuming the Strat has a 9.5'' radius. In order to have some strings buzz, and others not buzz at the same fret locations, it sounds like the radius of the saddles does not match the fretboard radius. Unless you have a radius gauge, or are VERY accurate with a feeler gauge, it may be off.
The cool thing about set-ups is that there is nothing you can screw up EXCEPT if you over-tighten the truss rod. I like to make slight adjustments to the truss rod(1/8 turn at a time) and let it sit overnight to see if the neck "settles in" to the adjustment. It may take 2-3 days of this to get the neck relief where you want it. DON'T RUSH!!! By combining the saddle adjustment, truss rod, and micro tilt adjustments, you have a lot of geometry going on there. Do small increments, and notate what you have done so it can be un-done if needed. Have fun, and don't be discouraged if it doesn't play perfectly the first time. It is a learning process.

well i did work on my guitar last night and for some strange reason  what i thought was adjusted properly ,again, following fender's instructions, was not right at all i mean it was close but not quite. so i went over all the adjustments again following the setup guide step by step and it actually got a lot better. still have some buzzing but now is the 6th and 3rd from the
12 fret to about the 17th fret. i guess i will keep trying till i get it right.
paisley strat where do i get one of those radius gages? i guess the more equipment i have the better chance to do it properly.

Good job man, you're making progress! I bet you get it tonight or tomorrow night. I'm telling you, a good setup is a process.

One more thing to remember, the setup guide rules aren't set in stone. For your particular guitar you may need the strings a bit higher than spec or the trussrod gap a little bigger than .010". Guitars can be pretty unique beasts.
