It doesn't look like either color to me. I can't tell in the picture but, if there is any grain showing it might be Sapphire Blue Transparent or Bright Sapphire Metallic.

Edit:

Does anybody remember the name of the color fender offered that was a blue/purple mix? It came on some early 2000's mexi basses and strats.

Electron Blue is not in the Fender color chart. But I don't know if that means anything. People certainly talk about an Electron Blue on the internet. But that doesn't mean they know anything. It could be any of several blues on the official chart. Or not. But it's pretty darn blue.
