With so many opinions about maintaining / conditioning our rosewood fretboard why is nothing mentioned about it in our owner's manuel?

My guess is liability. Since too much of anything can ruin the board. How would they define a dab, or a little, or sparingly? Besides that, how would they define as needed? Just my thoughts. Experience is the best teacher in this application. Depending on the climate and conditions, frettboards do dry out and need to be oiled. There are too many variables to define absolute instructions imo.

If you play a lot, you will not have to oil the FB in my experience. The oils from your fingers will take care of it natually. If you don't play a lot, or you clean it with something that removes oil, a dab of lemon oil will bring it back to life.

Don't oil unless your FB looks dull. When you do oil, be sure to put the oil on your rag first and let it soak in, you just want a very small amount. You don't want to soak the FB in oil, as oil will cause the glue for the frets and the FB to break down
