It looks like a genuine Partscaster fake to me. SOME of the parts may be fender but the neck is wrong. As another mentioned, the decals appear to be added and the position markers look to me to be the wrong diameter for this guitar.

In addition, the shape of the headstock seems off... the end looks to "bulbus" and misshapped. (perhaps it the poor quality photos).

I'd say avoid.
