I have a left handed 70's strat bullit-head. The decal on the headstock only has the Fender logo with pat 3,143,028. No strat decal or 2nd pat number. My question is; how do I find out more info on this neck without removal.

That could be authentic early '70s. My 71 lefty Strat just has a Fender logo and no other decals on the headstock:

I've seen plenty of others like it on gbase.com Look for the little dowel between the middle tuners (it's a dark spot).

You'll have to tell us the numbers stamped on the heel of the neck if you want more info on it. There could be a month and a year or a multi-digit code stamped there depending on when it was made.

My MIJ '68 and '72 Re-Issues just have the Fender logo and nothing else.

This 1973's headstock is exactly as you describe (one patent number):

I knew there were a few examples of Yngwie w/lefty strats, I could only find one to show how the decal was on his though;
