I just bought a 94 Stratocaster Blue in color. The seller is saying it is a 40th anniversary strat. Sn N3158399. In my research I did not find any Blue models. I am thinking this is just a regular 94 Strat. Anyone have any input? I would have bought it at any rate but didn't like it being misrepresented if it is not an Anniversary model.

I think a lot of instruments made that year got that. Also on the 50th.

Don't forget, even if it was build in an anniversary YEAR, that doesn't make it an anniversary model. Anniversary models have very specific colors and features, and some kind of branding on it that shows very obviously that it's and anniversary model.

They came in Caribbean Mist, close enough to blue but it would still have the 40th anniversary logo in the back of the headstock.

The 40th anniversary models I sold at a music store I was helping at all had the 40th anniversary medallions on the front of the headstocks in red white and blue, [even the MIM models] also had the neck plate with the inscription "40 Years and still Rockin' " I seem to remember all the serial numbers began with N4 for ninety 4 Good Luck! I could be wrong but then again, I could be right! LOL enjoy it either way :)
