make sure the action is good... possibly even go to a guitar store and make sure everything is set up properly as well

Fret buzz? electrical hum?
If it's electrical make sure you rule out the power supply. Dirty power can sound just fine on one piece of equipment but hum like crazy on another.

If it's NEW, shame on the seller for passing it on to you like that. You need to check the setup. You can DIY for a one-time-cost of about $10 in tools, or take it to a music shop's tech for about $30 per visit. If the setup is spot-on, and you still get a buzz, dampen the tremolo springs behind the backplate. If the strat is an older model, the buzz/hum could come from improper shielding in the wiring behind the faceplate. That can be adjusted or replaced fairly easily.

If the store's good, you can return it and tell them to fix it.

Buzzing??? Nah, that guitar is no good, you need to just consider it a lost and throw it away.

I can give you the mailing address for the "GUITAR DUMP", it's a place where you can ship guitars that are no good anymore. They do away with them free of charge. Hell, they will even pay the shipping for you.

If your interested in that address let me know.

That's just terrible advice!! Come on man. Now why would you tell this guy his guitar is a total loss? More likely it's a bad ground or fret buzz and needs a simple setup or some minor electrical work.

I'm wondering what your connection is to this Guitar Dump. Seems like a nice way to get free guitars to resell, all for just the cost of shipping.

 IT WAS A JOKE PEOPLE. LOL.hehehehehe

I'll tell you one thing though, if somebody is stupid enough to ship off their brand new guitar to a place called the "Guitar Dump", then alittle fret buzz should be the least of their worries.
