I do not know if you solved this but I just bought a American Standard Strat and the lower tone knob actually has a detent at the 10 position on purpose and it should feel a little stiffer to move off that position. That tone knob controls the Delta Tone and it has a specific effect at that position. It is exlplained in detail in the owners manual.

My new strat did the same thing, and it loosened up very shortly with minimal use.
