When measuring relief you need to use a 18" straight edge and lay it on the frets at the middle from the nut to the body joint and measure it in the mid point. When you are trying to do it by putting capo's on the strings and pushing the strings down you are adding pressure to the neck and since each string size requires a diifferent amount of pressure to push down it is not pulling the neck evenly which is why you need to use a straight edge just laying across the frets.

Are you having problems with it ? When ever you measure for the relief you to make sure the frets are dressed right and sometime I have found that I have to adjust the bridge and the string height along with truss at the same time to get it right.

I've quickly straightedged my necks, nothing spectacular just laid a 2ft spirit level across em. Every one of em has a slight difference. I wouldnt worry about it.
The traditional way to check for twist is to sight down the fret inlays. Or put a straightedge along the edge of them.

The only problem is if I adjust the low E side down to .010 E B G all get fret buzz all the way down the neck. But if it not unusual To have that much difference then I won't worry about it.

You want no fret buzz  and .010 is low American Standards are factory at .012 relief. Check the string height at the 17th fret shoud be around 2/32 When first learning it all can see a pain maybe take it to someone to do ask to watch how they do the back and forth tweaking motions or just take it slow and easy and you will get it.

String height are Low E 3/32 A 3/32 D 5/64 G 5/64 B 5/64 E 5/64. I set them to the spec's in my fender owner's manual.
