I just recently had the pickups on my mexican strat changed to a set of fat fifties. Does this style of pickup generate more hum than the stock pickups that were in it, even when the selector switch is in the 2 or4 position? Also there is now some static when I touch the pick guard and I dont think this is normal. What can I do?

I'm not a Tech. but Yes, a more vintage style pickup will have more hum.
The static scratchy noise? Something is wrong, loose, not grounded.

I just put a set of hand wound pickups in my 50th. anniversary American
Strat. These new pickups were made with as close to 1955 original materials & assembly as possible, including Alnico 5 magnets, with 1 minor mod. Both the neck & middle pickup were over wound by 5% & the bridge pickup over wound by 10%. By doing so it has slightly boosted some lows & mids without loosing any of the bell tones. Now my 2000+ Strat sounds more like a 1955 vintage Axe. But it did increase the Hum.

The Stock Pickups that came with my Strat are not made the old way, with new plastics & machine wound. It seems ( just a guess) that the newer materials helped reduce the noise but weakened the output of the pickup.
So, the new pickup are over-wound as much as 20% to beef up the output. In my not a tech opinion, the stock pickup sounded like a Strat,
but a little on the thin side.

So for myself, I will take the hum with a fat strat sound, over Noiseless & thin.

Dave

The static is from something not being grounded, and some of the hum could be caused by that, too. Check to see if all the shielding inside the guitar is connected to ground. This shielding is what blocks the hum, but it only works if it is connected to ground. If it isn't, a static charge will accumulate on it, and discharge to your hand, etc.
