I received a fender American professional Stratocaster, new, and set it up to factory specs, but I’m still getting fret buzz. Is this typical? Does it imply the item is defective? What should I do?

It implies that the instrument is not yet set up correctly.

Factory spec is just a starting point and there are many interactive factors which might result in fret buzz.

Unfortunately, while you might have been able to take it back to the shop for a free set up now you will probably need to pay a good guitar tech.
