On my Stratocaster...

It is necessary to change tremolo springs at some time?

Not for tuning issues or something, just for getting old or lose strength.

Does the springs wear out or loosen up?

No, it is not.
However, there are at least a couple different springs available that I am aware of, and you might want to increase or decrease the number of springs you are using or change the stiffness of the springs.
But that would only be to achieve a certain feel, tone, or other piece of magic.
The springs themselves are not going to wear out in our lifetimes.
