In this case, I would place the defining answer in the POT codes. But the actual dates of the main components read 1966 to me all day long, every day. Since the electronics are the last components installed before QC & shipping, its probably a Dec. 1966 TSB Stratocaster w/ RW fingerboard. Looks great in the OEM case.
POT's were outsourced, so they could be from a bulk order in early 66 or as old as 65 or earlier, but if they are from 67 well that was a pretty good year also= not a big deal if they are originals.

The vintage market isn't as simplistic or as arbitrary as "older is more valuable".

A '59 Les Paul is worth 10 times as much as a first year '53 Les Paul. But no value difference between a '57 or '58 goldtop LP because those have specs identical to each other. A '60 is worth a bit less than a '59 because of the different knobs and skinnier neck, but it's worth more than a rarer '58 burst because of the neck pickup placement (and/or because Clapton's Beano was a '60).

Changes in specs are why some years are more valuable than others. '55 and '56 are equal value, the slab board years are interchangeable.

And vintage buyers aren't completely irrational. Same specs on a Strat built in Dec '66 or early winter '67 so they sell for the same money.

For that matter, '66 through early '71 all sell in the same ballpark. Because other than the bottom pearloid layer on '68/'69s, collectors consider them to all be the same model with the same specs.
