Fender use 2 manufacturers for their "Kluson" vintage style tuners, Ping and Gotoh.
Ping are generally found on Mexican Classic Series and Gotoh on the American Vintage Reissues and Originals.
Of these only Gotoh supply locking tuners. Gotoh describes the mechanism as "Magnum Lock" which I assume the op's tuners are.
The Gotoh website is quite informative and some useful videos are available. Japanese to English translation is not perfect but the mechanics of Magnum Lock are well illustrated.

Sorry John but I have seen this model elsewhere with these tuners so possibly original.
You would not expect hss on a 59 either but there it is.
Maybe the op could contact fender and get the build sheet to confirm either way.
Fender do not always stick to the script. :D
