The other even more serious possible problem is the outside diameter of the nuts. If the Bullet is larger diameter than the existing nut you'd have to enlarge the hole in the head. But the truss rod extends into that hole -- you couldn't simply run a drill bit into the hole. A router wouldn't fit. You might possibly be able to use a flex shaft with a Dremel/Foredom, but you'd have to freehand it.

The other option would be to remove the rod, drill the hole, and reinstall the rod. But that would be a massive job -- harder than taking the neck off a Les Paul.

The same type of hollow mill that you would use to deepen the hole to add threads to a broken or too-short-to-adjust rod...

New neck would be cheaper, but it is an option.

Hmm, besides 10-32 they also list 10-24 and 8-32 as Fender heel-adjust truss rod threads. I wonder which/when models those are/were.

The super-expensive master set includes a cutter that says it's for Bullet headstock adjusters, but it doesn't say it's for all headstock adjusters. If the Bullet adjuster is wider diameter you'd first need to drill the hole wider, stopping just before you hit the rod with the drill bit, and then finish with the Stew-Mac cutter. (That type of cutter works with an existing hole but would have trouble starting a hole, especially on a curved surface like the face of a Fender headstock.)

And even after all that, it's likely that the Bullet would be recessed into the hole, not sticking out proudly as it should.
