The Texas Special Strat has Texas Special pickups. The American Standard Strat has (and I know how stupid this sounds) American Standard Pickups. I believe the Texas Specials are hotter than the Standard Strat pickups, if I remember correctly. Also, the Texas Special Strat usually comes with a 2 post trem bridge, while the American Standard comes with a 6 screw vintage style bridge. Those are the major differences, so far. I believe the tone control circuit is the same. Here are the service diagrams:

Hope this gives you some insight.

Fender listed the AmStrTexSpecial among the "Hot Rodded American Series Guitars", not in the usual "American Series Guitars" - possibly because the ASTS was a continuation to the Roadhouse™ Strat.

Marketing hype in a way, of course, since the guitars are in a way the same, but on the other hand the ASTS does differ from her sister model in details. (But, both had the 2-point trem in 2000ish.)

Staggered (ASTS) vs regular (AmSer) tuning machines, resulting in one (ASTS) or two (AmSer) string trees.
Normal (ASTS) vs no-load (AS) T2 pot.
And the AmSer (original wiring) has the small jumper wire on the switch (so, T2 controls mid & bridge pickups), AmStdTexSpecs has no tone on bridge pickup.

Those plus the embellished plastics and some different part numbers; well, Skydog summed it up quite efficiently.. .
