So I am looking into buying this Strat.. The guy said its a 1994 and it has a rolling nut on it with lock tunners in a Mat Grey Finish, Now am I correct that the rolling nut and what have you come in the Strat Plus only? Now the Pickups are not the Lace Sen pickups in Blue, Gold or Red.

A roller nut and locking tuners can be installed in any Stratocaster.
And then there is the noLaces syndrome.
Plus, 'the guy said 1994' syndrome...
Based on the info you give, that guitar could be anything.

For any real help from the forum regarding an individual guitar, post pics. If you want to diagnose DIY, study the xhefriguitars.com thoroughly.

I am fairly certain locking tuners weren't around 13 years ago so they have been fitted subsequently.

This isn't necessarily a good thing in my mind as you don't know what was fitted originally. Tuners are a great indication of a guitars legitimacy and their replacement removes that avenue of enquiry.

First off, feed the Serial Number into the magic site of serial number confirmation (of which I don't have to hand but is referenced elsewhere in this forum). If the two don't match then walk away at a gallop.

Oh yes they were. Sperzels & Schallers in the early Pluses, the former since the end of eighties.

Which year was the LSR nut introduced?
The nut on the Craigslist guitar is the LSR roller nut.
Fender used Wilkinson roller nuts before the LSR, but I'm not sure of the years when things changed.

It's not a 94 as you said, 96-early 97. In 95 the serial number was moved from the face to the back of the headstock, so that's correct. The roller nut style is correct since mid 93. The pickups are not original.

So do you think it's worth $875? The other I am looking g at is a Roadworn in sunburst that is selling for $600. And it does sound great.played the road worn through a Peavey Delta Blues.

Don't know your source for that, but I ran the serial in the Fender product registration page search engine; it brings back "FEND STRAT PLUS RW INS W/C". My understanding is "INS" stands for Inca Silver. The guitar in the ad is Sunburst, so something doesn't add up. I'd run the serial through Fender Support to see what were the specs for a guitar built with that number, if you want to buy this one.
