I've got a mid 2000's Mexican strat. One of the satin series models they did briefly around 2005. The neck is a 9.5 radius but I want to swap it with a 12" radius neck. What's the best, cheapest option to do this?

Best and cheapest; you need two necks...

But seriously:

Standard or contoured heel? On Standards, the Eric Johnson and Classic Player 60's have the 12" radius. On contour heels, there's the compound option...
BTW, the neck profile and frets are the other significant factors in how a neck feels, not just the radius.
The best option would be along those lines. Keep googling the second hand internet marketplaces; globally (ebay and such) and locally (guitar sites buy/sell sections etc.). Check out what stratosphereparts.com has to offer, they have a bunch of original Fender parts.

The cheapest option is to DIY. If (and only if) you have the skills, do a fret job where you gradually flatten the radius towards the neck joint. (Edit: Many if not most pro players have that kind of a setup; 'fake' compound...)
If that isn't enough, do a refret, flattening the neck while the frets are off.

That looks like favourite to me.

Look into CEG hardtails. $130 for a highly finished compound radius neck - 12" radius at around the 12th fret ...

Both of those require a lot of tools kinda specific to guitars. Buy a warmoth neck.

Seems you've fallen under the marketing hype of those who manufacture the "specific tools".
A reminder: fret jobs & such were made a long time before those gidgets were invented.

BTW, that DIY suggestion of mine was meant to be half tongue-in-cheek, half serious, half informative.

Flat file appropriate for frets is like $20, nice hammer that wont damage the frets is like $20, ebay or homemade fret pullers are $10-20, frets are like $10. Hardly stew mac pricing but it does add up.

I've bought a ton of stuff off of ebay from china and meant for other purposes. The most expensive thing being about $20.
