The 1998, although a bit blurry, is in the neck pocket stamps - and it's quite common that there are several stamps (in this guitar, JUL, AUG and SEP).
On the pot, date code is 9823; that's 1998 week #23 = first week of June.
J VELAZCO checks out as a Fender employee, the (00)53806 is a '57 AVRI body number.

Is there a date stamp at the end of the neck?
And, what's the background story?

there is no stamp at the end of the neck.
and this guitar is from my friend, he bought it from japan, and found it was re-finished, I took it few months ago. I don't care the finish, but the woods.

The black pickguard does nothing for me but it seems like a nice guitar nonetheless.

Ditto

I only find black palatable with black plastic and even then there are often other options which I might prefer. Black and anything other than black is too great a contrast for my taste.

I don't like mint green myself, but that we like different things is good. Otherwise we'd all look the same, and where's the fun in that?

One thing I've found is that as I grow old, I get more comfortable with using colors. It could be that I don't feel I have to care what others think. No one is going to call me out on wearing a burgundy fedora or a dark shirt with a light blazer.

now my favourite colors are black body, black pickguard with maple neck, or this red one.
