If the arm threads into the thread in the block then it is the correct arm for the block. The gap around the arm due to the size of hole in the face plate is of no consequence unless it doesn't allow the arm to thread into the block.

You don't get a thick arm with a shouldered thinner thread, which is what you seem to be trying to find, as that isn't how the arm location works. As has already been noted, Fender doesn't have the fabrication tolerances to accommodate such an engineered fit. It would also be an unnecessary complication in something which was designed to be owner serviced. If anything a gap between the bar and the plate is preferable (and probably designed that way) as you want the arm to be acting on the block not the plate.

You seem to be looking for a problem which isn't there.
