I would like to refret a Strat. I'm not sure if maple or rosewood yet, if there is a difference in price. I got a quote from a local luthier starting at $350. He said a maple neck would need to be refinished as well. Is this accurate? Thanks. I am also considering shaving the neck too but I am not sure how that is.

$350 seems high.
A maple neck is lacquered so yes, it will have to be refinished, or it will be very ugly after refretting. Rosewood isn't lacquered, only oiled, so it does not require refinishing.

If the frets are only partially worn, they can be filed down instead of changed, which is much cheaper ($100 range). This does not require a refinish either.
Typically, but depending on the original height of the frets, you can generally file them down a couple of times before you need to refret. But it depends on how badly they're worn, and how much is left.

If it's not a particularly expensive guitar, you might consider replacing the neck with a new fretted neck from Fender. Mexican 21-fret necks are less than what your luthier quotes for a refret.

I had a refret on a maple board Special a few months ago and it cost about £180 in GB. That included a setup and I was very pleased with the result.

The luthier told me before he started that a refinish might be required, but whether a maple board needs refinishing depends on how cleanly the old frets come out. I was lucky and didn't need it. Had I done so, it would've been about £60 more. So you too might get away with it...

Cheers - Peter.
