Does the size of American Standard Fender's neck pocket same as MIM standards? Are all of the Fender now have standardized neck pocket measurements? Can the American standard's neck fit the Mexican standard?

Short answer: Yes, a Warmoth (= licenced by Fender) or an AmStd neck fits a MIM Standard body.

In principal, same type (4bolt to 4bolt, 3bolt to 3bolt, Deluxe contoured heels to same, Elite contoured heels to same, etc.) Fender necks are interchangeable.
Same applies to Fender licenced bodies/necks, and also Squiers. (I know of one major exception, some Modern Player series Teles have 22 frets but not the standard "lip" or overhang.)

But some fitting may be needed; it's usually just minor things if the models are same or close to each other.
Bigger jobs come when e.g. combining a Micro-Tilt™ with a non-Micro-Tilt™. Or a thinner Squier body to a Fender neck.

So, if my MIM's neck has 21 frets, can a Warmoth 22 frets fit in? As long as it has a 4 bolt too?

Shimmie already answered, but to make it clearer: Warmoth 22 and 21 fret necks
