I have to raise the guitar volume on both my strats to "10" to get the on board tuner to work on my GT40 running v2.0.21.

I normally stay at volume 5 for bedroom jams and never had to make an adjustment with v1.6.37

I noticed that too. I always have my strat/tele on 10 when tuning, but even then i find sometimes it doesn't register as tho the signal is not hot enough to trigger the tuner. Maybe they lowered the signal going into it for some reason, i dunno. I like it a lot better then the old one tho.

I find the Fender Tune app much more versatile for tuning - although I guess in some circumstances it's not always practical to whip a phone out.

Just noticed the old tuner is still there if you hit the lowest layer button. Why anyone would wanna go back to that tho is beyond me.
