Please do not take this in the wrong way, but to be very sure we are all on the same page try:
You may need to undo this part,
"- I have now managed to connect the Amp to my PC with Bluetooth (using "Join a Personal Area Network", instead of the "direct" method which asks for a password) - but although the PC can see the Amp, still can't seem to stream to it."
Also try uninstall, then reinstall/let windows reinstall that Bluetooth drive.

And did you unplug your 3.5 speaker jack, before trying the USB connection?
If you have a standard set of earphones, try plugging them in(To the speaker/headphone jack), without your speakers plugged in. Once you prove you can hear your music through the headphones, try to enable Bluethooth to your amp. The headphones should stop playing music and the sound should then switch to your GT amp.

Correct, I unplugged the 3.5mm jack before trying BT on those pc speakers.

Thanks - so I tried all the steps you suggested - still no luck.

The other issue I can see is that in Bluetooth Devices in Windows 10...unlike my Bluetooth PC speakers...the Amp goes from "Paired" to "Connected" (when you press "Connect" in Windows) - but then a few seconds later it reverts to "Paired".

Whereas my PC speakers remain "Connected" - and play music.

EDIT - I've also now tried a different Bluetooth USB Dongle - same issue...

OK, good job. Seeing how another person above with a Windows 10 laptop was able to steam, I am leaning toward your dongle or possibly but not as likely your version of windows...
I am out of ideas, unless you could try another dongle/computer...

I doubt it is the amp - I've just tried connecting my new mobile phone to it via Bluetooth, and the Amp outputs the phone's audio fine.

Windows also says the Dongle's drivers are up to date - and there are no newer Windows drivers.

I guess either Fender or Microsoft will have to release a driver that fixes this.

Looks like others are having problems with Audio over Bluetooth since Windows 10 Build 1803 (unfortunately I only got my Amp after 1803 was on my PC) -

Well that made things worse - got a BSOD, and in the end went back to the original Bluetooth driver.

End result is the Amp is still getting detected by Windows - but Windows just doesn't stream to it.

Guess it's wait for the next Windows 10 build...

You got a driver update straight from the manufacturer and it blue-screened the PC? Sounds like you have other issues. I would update ALL drivers on that PC. No good reason a manufacturer supplied driver should be crashing the PC. If nothing else, a failing hard drive can cause all kinds of wonky issues like that.

Also, a cmos battery that is near failure can present
strange symptoms.
