In tuning mode, the "ball" on the display screen jumps around quite a bit as I tune each string. The lights on the 4-button switch do the same, in concert with the display. The tuner is still usable; the display always settles down and gives me an accurate reading, but the unsteadiness is a little irritating. This happens every time I pluck a string.
My Mustang III V2 tuner display was always rock solid.
I've been waiting to see someone else post with this problem, but so far haven't seen any. Maybe this is unique to my amp or maybe I'm doing something wrong.

I have, and i mentioned it here somewhere. But what I noticed is it has changed with a number of updates and restores. Mine had other issues which had me restoring the base firmware several times and updating several times to the second FW version and to the 3rd. Then fender decided mine had possible issues firmware wouldn't fix and sent me a new amp just to be sure i was good to go. Heres where it gets interesting. This new amp shipped right from the warehouse where they come in from china so fender never touched it, yet the latest firmware was on it. So apparently the factory is now shipping amps with the latest FW and lo and behold, the tuner is much more stable. Yet i had the katest on the old amp and had installed it several times and the tuner never worked good. That makes me believe that they are making changes to the FW on an ongoing basis without changing the version #. In other words, when something small like this is known they probably fix it in FW immediately rather then wait till the next update is posted so as not to ship a ton of amps with badly working tuners or whatever else may be. They use the FW updates to be done for feature changes and such and any fixes that are still outstanding. But things like this i assume they just fix it in all the amps that have yet to ship.

If i'm right about that then like mine, your tuner should work much better once the new update comes out which i think should be any time now. But note that even with mine being better, it will NEVER be near as stable as the old mustang and i;ll tell you why. The GT's tuner has a CRAZY degree of accuracy and the old mustang;s tuner was just the opposite. Super accurate tuners are harder to use because the slightest bit you turn the key that hardly makes a inaccurate tuner move makes a huge move on a very accurate tuner. The old tuner was very low accuracy which made it super easy to use, but you weren't nearly as in tune as you thought. You can even see the note jump to perfect center without having to finesse the tuning key at all. It's like the firmware is such that it tells it as long as it's close enough (probably a couple cents ) to just jump to center and show it as in tune. You can see it happening with the old tuner. Accurate tuners go as close as .01 cent. I have one of the most accurate tuners made which is accurate to within .01 cent and i feel like the GT's is at least if not more accurate. The price you pay for accuracy is they are harder to tune because few tuning keys have a high enough ratio for that sort of accuracy. Hard to explain but i hope that was clear.

Anyways, the accuracy will keep it from ever being as easy to use but you get the advantage of being more perfectly in tune. Also, while the jumpiness was greatly improved in mine, it's still not perfect. Probably about 80% improved. So unfortunately it'll probably never be as easy as the old one but your guitar will be in better tune. Personally i don't like the graphic. That ball....uh uh....gimme a simple needle or such any day. What they were thinking with that is beyond me. But i just keep my eye on the +/- numbers under it.

That would fail them any ISO-9900 certification they ever aimed for, and make life very frustrating for QA.

Occam's razor tells me to pick a simpler explanation, like component tolerances not being all that strict, and that the two amps really differ.

The tuner in it's current state is a joke, the tuner on the M2 was much better
