When I set up the EXP-1 in the global setting I set the heel position to around 8.5 which would be my Rhythm volume and toe on 10 for leads, it works fine but when I shut the amp off it does not save the global volume settings it goes back to 0 on the heel position. Other than that it seems to work fine saving my wah settings.

Thats right, it does not save the global settings. I have discussed this with a fender rep i have been talking to since day one with several issues i've had and thats one of them. The issue has been sent to the dev team and hopefully they will fix that. I think the issue may be that the save button doesn't light up when you change the global defaults. I tried to think of a reason they might have done it like this on purpose but nothing makes sense so i think they will fix it unless there is a reason i couldn't think of. I have found other bugs in the exp firmware too, so it's just generally very buggy. Anyways, they are aware of all of it it and it could potentially be one of the "various bug fixes" Brad said will be in the next update. And yes, it DOES save the preset settings for the exp mode. That much it does right at least, to some of those settings are buggy.
