I will only go from 0% to 100% with nothing in between. This is the second one I've had that did this. I sent the other one back. Any ideas?

Hi,
do you have a Mustang amp v.2?
anyway.. before you think of a faulty pedal if you have not already done so, you must first do the calibration of the pedal so that it can be properly recognized by the amplifier.
You can find how to do the calibration at pages 10-11 of the advanced manual :

I, too, when arrived the pedal from abroad I thought that I had to send it back because it had the same strange behavior : only from minimum to maximum directly as a switch and were even reversed the minimum and maximum ..
toe position 0 and heel position 100.

Once calibrated if it is not broken , it will work properly.
I also suggest you spend some time and patience for an accurate calibration:

during calibration , move the pedal back and forth slowly with your hands and be careful to touch only very lightly both the rubber feet and the felt to the two extreme positions. the ligher is the touch the better it is.
Especially the little rubber feet tends to bounce back pedal slightly from the heel position and then the parameter varied from the pedal may not match exactly in all its set interval from the menu.
For example, if you set a pitch shifter that varies from 0.0 to +12.0 halftones you might end up with the pedal to the minimum position ( heel ) that sets a value of 0.2 instead of just 0.0 (no shift) .. and in this case you will hear that there is a bit of shifting or detune even though there shouldn't be . If you keep the pedal pressed in the heel position you can get even the right value , but if you stop the pressure, easily bounces back a little bit. It happened to me .
this is true also for the toe position and in this case concerns the felt ..

If done carefully , the calibration will give you a perfect match of parameter range and relative position of the pedal .. especially in parameters where accuracy is important ( pitch shifter for example).
