We will be happy to assist. The easiest way for you to re-arrange the content on your Fender Mustang IV, would be to download and install the Fender FUSE software. Once the Fender FUSE software is up and running, you can connect your amp to the computer and transfer Presets between your computer, amp and web. When you transfer a Preset from one Preset slot to another, you will overwrite any existing Preset to that specific slot. If you want to keep the Preset you are about to overwrite, we recommend that you backup any Presets (using Fender FUSE), before transferring a Preset into that specific slot. Please go to https://fuse.fender.com/ to find the latest version of Fender FUSE software. Please let us know if we can assist further.

On the Mustang III-IV, when you change any setting, the SAVE button glows red and can be used to save the current settings to any selected preset.

How about this small but very useful enhancement, which would be a non-destructive way to group selected presets to the low numbered ones for a particular gig:
If you press SAVE without making any changes, ask whether to "Overwrite" or "Swap" the selected preset.

PS. I don't know if that is feasible for the I and II.
