I've been messing around with Mustang III and it's actually a lot better amp than I originally thought. I've been downloading various presets from people and some sound great and some not so. The two problems I've ran into are presets that are too quiet or presets that have the right sound but way too loud with static. How do you handle these? I've tried messing with various setting but it doesn't really help. Suggestions?

Turn the Master volume up or down.

Some of the modeled amps have more noise than others, just as those "real" amps would if you were to plug into them.

I suspect that the presets you have tried that have a lot of noise are high-gain, probably also with either a compressor or an overdrive pedal? If so, that is actually fairly realistic. You can try playing around with the noise gate to see if you can get it set to help a little bit without destroying your sound. The noise problem is one reason you see guitarists turn off pedals and turn down their guitar volume between songs! A high gain amp (Marshall, Mesa, etc) with a compressor in front of it will be NOISY when you aren't playing anything. As in - loud enough that you can't talk over it.
