I have a mustang III and I hooked it up via USB. I thought it would be smooth. First thing I noticed there was some serious latency. I also thought sound would only be heard via my headphones on my laptop, then I noticed to bring the level up to I had to crank the amp. How do I solve these issues for a smooth recording experience?

You can increase the USB volume independently, but it's not intuitive or documented. It's described in this topic:

Right. The OP has USB, Computer, and volume output issues to refigure.

I would start with the basics and see if I could simply record something/song
out of the amp's USB port. Just record it onto a CD.
Then, you know you have a good signal at that point.
If not, you know your problems are not sound, but interface.
If successful, then try to make an MP3.
Then, try to listen to the MP3 being made and change the recording volume
every ten seconds and then check to see if the MP3 reflects the volume changes.
