Can't give you specific settings, but some ideas here that should get you in the ballpark, and you can tweak to taste from there.

Lifeson was playing a plexi on most of the early Rush albums. He started using some different Marshalls in the 80s...Town and Country combos, etc. So I'm not sure what he was using on Permanent Waves, but pretty sure it was a Marshall of some kind. I'd start with the Marshall 70s model with a Greenback cab (4x12G). I'd mix the channels in the Advanced Amp settings. I'm not exactly sure where you'll need to set the gain, but guessing probably maxed, and you may even want to put an OD pedal in front of the amp, with distortion set around 9 oclock, then level as necessary to get the right overall amount of distortion.

I'm not sure where I'd go start for clean...you could try the same Marshall 70s with the gain set pretty low, or you could use a Fender Twin. I know he uses a phaser on the intro, but have no idea what the settings would be...you'll just have to experiment around with it.

One thing to keep in mind...Lifeson generally plays humbucker equipped guitars, and may have even played his semi-hollow Gibson ES-335 on this song. So it may be hard to get your tone as fat as his with a tele. He does use a tele occasionally, though, but I think that's been a more recent development.
