By themselves, no. With the V.1 amps, not really. The V.2 amps, on the other hand, have a Studio Pre-amp that doesn't have any amp modelling done, so that could work for you.

what about connecting a cable from the effects loop out to the input on the tube combo amp?

What it shows is that you could have all the DSP (amp model, effects, etc) going out through the FX Send and into any other power amp, but you lose the cabinet simulations. And the combo power amp would add its own tonal color to it from the tubes it has. The Fender Mustang power amp is a solid-state one, which is about as clean a power boost as it gets. And the Mustang V is 150-watts, 75-watts per side. That ought to be PLENTY of power, so I'm just not following the "why" of what you're proposing to do.

My impression was that OP just wants to use the effects only from the Mustang amp (minus the cabinet sims) and connect it to a tube amp for ... well that thing only a tube amp does.

Every time I see a question like this I think, yeah but now you’re stuck carting 2 amps around to gigs and/or rehearsals. But this might be someone with a home studio where the amps will never be moved. That makes a little more sense, but not much.

My advice to OP would be to either just use the Mustang amp by itself and accept it for what it is, or sell it and buy a used Mustang Floor if you can find one (discontinued).
