If you download an installer from the Internet, the MacOS security defaults will stop you from just double-clicking on it and running it. You have to "secondary click" (right-mouse-click a mouse or two-finger click on the trackpad, or control-click) and choose "Run" from the menu that appears.

Apple is just trying to make it a little more challenging for hackers to trick you into casually installing malware. Going through the extra step of secondary-click and choosing the option from the menu is supposed to make you reflect for a moment and make sure you really want to do this, and you are sure about the source of the software.

And in the future, it helps people get to a solution faster if you include the wording from the error message instead of summarizing with something as vague as "It won't install". It took me longer to figure this out because I didn't have the error message to remind me about what is, in your case, going on.

I had to:

Go to System Preferences
Go to Security and Privacy
Allow Apps from Apple Store and unidentified developers, specifically the one I was trying to install which was listed there.

Thanks.
