FUSE doesn't care.
The amps only support USB 2.0, but 3.0 is downwards compatible, so you can plug the amp into a 3.0 port and it will work.

I've tried everything and I can't get FUSE to work on my Dell XPS 8700 i7 with Windows 7 Pro SP1 and a Steinberg UR22 audio i/f. :(

More details, please. Can you install it? Does it start? Did you download the newest version of both FUSE and the Fender drivers? Does it show the interface? Does it connect to the amp?

You don't need an extra audio interface, the Mustang amps have that built in.

Not entirely correct.
USB 3.0 can run in USB 2.0 compatibility mode, but if you have Windows 7, USB 3.0 drivers run in userspace, not kernel ring 0. This is because Microsoft never made USB 3.0 drivers for Windows 7, but rely on third party drivers, which can't run at ring 0.
That means the drivers don't have permission to do some undocumented functionality that the Windows-supplied USB 2.0 drivers provide.

Unfortunately, one of the pieces of software that relies on USB 2.0 undocumented features not available in USB 3.0 drivers for Win7 is ASIO4ALL. And Fender uses a re-branded ASIO4ALL for audio streaming between the Mustang and PC.
This means Mustang amps cannot be used for audio streaming on "pure" USB 3.0 Win7 computers unless the OS is changed from Windows 7 to Windows 8 (where Microsoft includes USB 3.0 drivers themselves, thus running in ring 0 and not userspace).
Other functionality will still work, but not audio streaming.

Fender is not the only one hit by the Win7 USB 3.0 problem. Several USB audio interfaces won't work, because they rely on the drivers being able to take exclusive access, or their ASIO functionality is based on ASIO4ALL.
