does anyone know how to set the preset ratings?
they all say 0.0 and I cant change them.
It sure would be useful be able to tweak them for my own records.

I take it that you want to do this for the presets in your local media library? If so then it can be done, tho it is not too convenient to do so. What you'll need to do is open each preset in a plain text editor (NOTEPAD.EXE will do on Windows). Scroll to near the bottom of the file and look for a line that looks similar to this:

Info name="PRESET NAME" author="AUTHOR'S NAME" rating="0" genre1="-0" genre2="-0" genre3="-0" tags="" fenderid="0"

Change the info you want to and save the file.

FUSE should not be opened during your editing.

I have a MII so I am not positive but as far as I am aware, no. The only information from that line (info=...) that is copied or stored on the amp is the NAME of the preset.

I know this from doing backups and finding that info missing from the presets transfered back to the FUSE folder.
