New or used ?

Poping noise ...Hard to tell without earing it . Sometimes could be a broken solder on the circuit board.

Help us out here. "All you get is popping noise from both speakers" could mean:

1. It pops once when you turn it on, then all is silent. Keep in mind that the manual tells you that you should turn the power on while the master volume is set to zero, and then bring the volume up. That avoids the power-on pop, which is not spectacularly healthy for the speakers.

2. It pops repeatedly, in a steady series, maybe once per second, maybe 10 times per second, maybe once per minute....

3. It has a random popping sound, like popcorn or fireworks. It continues to make this sound for as long as it is turned on.

And what do you have plugged into it? Electric guitar? Keyboard? Dynamic microphone? iPod?

If you are using a condenser microphone that requires phantom power and the phantom power isn't turned on, then you'll get one pop when you turn on the amp and then silence, because a condenser mic without phantom power is just a stick, just like a car with no gas is just a rock.

Also, if you don't have anything plugged in as a sound source, the amp will pop once when you turn it on, then remain silent because amplified silence is still silence.

So, tell us more detail about what you've got plugged into the Passport. XLR cables? 1/4" TS cables? 1/8" stereo patch cable to an iPod? Are the "Pad" buttons lit? Is the "Fantom Power" button lit?
